Job Summary
This position is open for recruitment and fully funded following the 2025 Special Legislative Session. We’re hiring for two positions on our high-performing, collaborative procurement team. One role will lead alternative delivery procurements for federally funded highway projects and support traditional construction work. The other will lead procurements for IT, goods, and trade services.
Key Responsibilities
- Coordinate all phases of contractor selection process, in accordance with applicable state and federal rules, regulations, and policies.
- Independently develop, negotiate, execute, and administer unique, complex, high-risk contracts for public improvements, goods, trade services, non-engineering personal and professional services including IT, and construction projects.
- Develop strategies to minimize potential risks to the Agency.
- Work with multiple funded projects and multiple agencies such as Federal Highway Administration and local jurisdictions.
- Prepare, issue, and monitor solicitations including addenda as required.
- Plan and coordinate pre-bid and pre-proposal conferences; interpret procurement regulations and answer questions about solicitation process.
- Serve as chair of, and/or assist, evaluation and negotiation committees in obtaining consensus on selection of contractors.
- Assess and determine the validity of offerors’ protests, contract terminations, and contract breach actions.
Requirements
- Experience in procurement and contract management.
- Knowledge of state and federal procurement regulations.
